I have the honour to acknowledge the receipt of your do patch N°4 (T2673/2673/317) dated the 12th March list contai - ning onpy of a letter addressed to His Majesty '■ Secretary of State for Foreign Affairs by Mr. F,C,LAU of Saigon formula- ting a complaint against the French authoritios of Saigon their treatment of Chinose immigrate.

The question involved in this matter is one of race any not ustionality.
